Certification Plan and Reporting Database (CPARD) Menu CPARD contains information on EPA-approved pesticide applicator certification plans for programs administered by state, territorial, tribal and federal agency authorities. The certification plan and annual reporting information contained in CPARD is collected and maintained pursuant to the requirements of the Federal Insecticide, Fungicide and Rodenticide Act and the federal regulations at 40 CFR Part 171.
